I generally dislike the Council of Wyrms campaign setting, but I still use an altered form of the Dragon races found in the Campaign Option: Council of Wyrms book and Dragon #263.
In my games, dragons are divided into three categories; Ferals(No spellcasting/psionics, unable to communicate, otherwise 1e stats, smaller hoards) which make up the vast majority of dragons, The Unbound(Standard 2e stats and hoards), which make up just under 10% of the total dragon population, and the kindredbound(Playable Dragons who bind themselves to humanoid races, I dont bother with preferred races).
Over the next few posts, I'll be posting the needed information for multiple "missing" dragon races. Today, I'll just post the holes left by Council of Wyrms and Dragon #263.
